goAML reporting software · Rwanda

goAML reporting software for Rwanda's reporting persons.

Schema-valid suspicious transaction, cash and wire transfer reports for the Financial Intelligence Centre's goAML portal, validated against the schema and business rules before they leave your building, with an immutable record of every filing.

Rwanda reporting fit

Built for the Financial Intelligence Centre's goAML portal.

Law N° 001/2025 and the FIC's Regulations N° 002/FIC/2026 set the reporting clock. Each step maps to the part of the goAML platform that handles it.

Report cash and wire transfers at the FIC's lines within two working days

Transactions at the lines for your sector, including linked transactions whose total crosses a line, are detected and assembled for filing within the two-working-day window, so the thresholds are never checked by eye in a spreadsheet.

CTR threshold automation

File STRs within 24 hours

Parties, accounts and narrative are compiled in one workspace, so the compliance officer reviews a complete report rather than assembling one against the FIC's 24-hour clock.

STR drafting workspace

File XML that the FIC's goAML portal accepts

CTR and STR XML is generated automatically and conforms to the FIC's current goAML XSD version. We maintain each deployment as schema versions change, so nobody hand-builds XML or keeps a macro alive against a moving schema.

Schema-valid XML generation

Fix errors before the FIU sees them

Every report is validated against the live goAML XSD and business rules before submission, with errors deep-linked to the field, so a rejection does not start the FIC's clock running against you.

Pre-submission validation

Keep records for at least 10 years and show the examiner

An immutable record of every report, amendment and filing — who filed what, and when — exportable for examinations.

Regulator-ready audit trail

This maps software capability to reporting duties; it is not legal advice. For registration and filing mechanics, see the Rwanda FIC goAML reporting guide.

FAQ

Frequently asked questions.

Does the software work with the FIC's goAML portal?

Yes. Each deployment is configured to the FIC's current goAML XSD, and we maintain it as schema versions change so your reports stay valid. Every file is validated against the schema and business rules before it is submitted.

What is the STR deadline in Rwanda?

Within 24 hours of the transaction or activity occurring, under Article 39 of the FIC's Regulations N° 002/FIC/2026. Law N° 001/2025 requires reporting persons to report promptly, whatever the amount and including attempted transactions (Article 32).

Which cash and wire transfers must be reported in Rwanda?

Under Article 41 of Regulations N° 002/FIC/2026: cash transactions or value transfers of FRW 10 million or more for an occasional customer, FRW 3 million or more in a casino and FRW 15 million or more by a dealer in precious metals and stones, and FRW 1 million or more where a wire transfer is involved, including linked transactions whose total exceeds the threshold. They are reported within two working days (Article 42).

What do we need to register on the FIC's goAML portal?

The FIC asks for the licence from your regulator, your certificate of domestic company registration and your compliance officer's appointment letter. Banks still building XML tools for threshold reports use the test environment until the FIC authorises them for production.

Where is the FIC's goAML portal?

The Financial Intelligence Centre's goAML production portal is at goweb.fic.gov.rw. Creodata is not the FIC and does not run the portal: registration on it is your institution's own step, and our software prepares and validates the reports you submit there.

How long does deployment take?

Typically six to eight weeks from kickoff to your first live submission, depending on the number and complexity of the data sources we connect.

Where is our data hosted?

Every customer runs single-tenant in its own Azure tenancy, so your transaction and customer data is never co-mingled with another reporting entity's. There is no Azure region in Rwanda; if the data has to stay in your own data centre, ask us about on-premises deployment.
